After World WarⅡ, trade in services developed rapidly, the position in the global economy is rising, which has become a important manifestation of a country's economic strength and international competitiveness, and a important mark of measuring a country's development. During the gradual development of economic globalization, the center of world economy begins to incline to trade in services, which will gradually replace trade in goods to become a competitive core in the world market. Each country will focus to developing its trade in services. Therefore, as a country whose trade in services is still in the first stage of development, Commits to develop China's trade in services is the key to improve our international competitiveness in order to achieve the change from trading power to trade power.American trade in services starts early, develops rapidly and has a solid foundation, it takes in a absolutely advantage in the world market and it's the biggest import and export country in the world. It not only has traditional industries'stable development, but also has emerging industries which leading the trend of the times. Its advanced promotional system of trade in services has an important role in improving the domestic environment for trade in services, rising its international competitiveness, stimulating the expandability of it and so on. In addition, American core management system of trade in services meet the needs of China's development of trade in services and socialist market economic system. Thus, reference to American experience to construct China's promotional system of trade in services has important theoretical significance and practical value, which will promote our country's trade in services develop healthily and steadily.This paper firstly introduce the history of American promotional system in stages o According to the different levels of development, American trade in services can be divided into three stages, they are the stage of traditional services taking in absolutely advantage which is from World WarⅡto1970's, the stage of emerging services rising significantly which is from1970's to1980's and the stage of modern services developing rapidly which is since 1990's. Secondly, by detailed analyzing the similarity between China's trade in services and the original stage of American and it meet the needs of development of China's trade in services to indicate that American promotional system of trade in services had an important reference value to China. Then, by analyzing the problems of China's trade in services, indicate the necessity of constructing China's promotional system of trade in services. It could meet the demands of developing trade in services, optimizing the structure of it, transferring the functions of government and adapting to globalization. At last, on the basis of these, put forward recommendations about development of China's trade in services in future. We need to reference to American experience as well as considering to characteristics of trade in services under the new situation.Strive to develop trade in services is China's important strategic task to transfer the developing mode of foreign trade and key point work in the "Five-second"period. Improve the management system of trade in services and construct promotional system of it have been incorporated into "Main point of trade in service in 2011". This paper innovatively combine American experience of constructing promotional system of trade in services in 1970's and the new world economic environment which our country is experiencing now. Put forward some recommendations about constructing promotional system of trade in services in China, which not only adapt to our goals of development in the "Five-second"period, also have some practical value in promoting rapidly development of trade in services. However, we also need to see that this paper didn't detail analyze American promotional system of trade in services in 1970's and 1980's due to limited data and information, which may be result to the analysis lack of convincing.
