"Taking humans as essentials"is the basic point of modern enterprise management. It is universally acknowledged that the intellectual resource has become the most important strategic resource. In the process of the human resource management, the key point to enterprise's success is how to fire up the enthusiasm of the staff. However, in State-owned enterprises, incentive management is not played an important role daily life, which caused the inefficiency, even reduce the staff's sense of belonging. Z corporation, which is a state-owned hey enterprises, is faced with similar challenge.The aim of our present study was to investigate how to construct the incentive management of Z company by adopting the combination of quality and quantity analysis. Based on modern human-resource theory, this paper will find out the deficiencies in Z company's incentive management,such as rough management, bad applicability, and lack of pertinence on incentive management. Furthermore, the application of salary excitation and training as an incentive method in Z company will be discussed.According to the above problems in incentive management of Z company, the research designed a multi-dimension incentive management system. This new management system not only improved the salary excitation system and the spirit excitation system, but also solved the defects of compensation and training. Moreover, this new management system gave consideration to every main group in Z company.At the last part of this research, the implementation on the novel incentive management system was stated. If the new system wants to be carried on effectively, we have to emphasize the leaders'action and bring in the third party to supervise the whole course. At the same time, make the better environment inside and out the Z company is also important for the implementation.
