Economic competition, the nature of international competition, is ultimately acompetition of talents. The amount and quality of the high-level engineering andtechnical talents is the core element of a country's science and technology level aswell as the development of the real economy. Based on the relevant researches abroadand at home, the present study attempts to analyze the cultivating models of thehigh-level engineering and technical talents systemically from the perspective of theircultivating objectives, standards, programs and channels applying methods such astheoretical analysis and questionnaire.This thesis is divided into two parts. In the first part (Chapter 1—Chapter 4) thepresent study, putting the high-level engineering and technical talents as the researchobjects, provides a"three-double"cultivating model which meets the requirements ofthe society through the systemic analysis of how to construct the cultivating models ofChina's high-level engineering and technical talents reasonably. The"three-double"cultivating model means to construct a"double-base"platform to improve thehigh-level engineering and technical talents'knowledge and activities, to develop"double teachers"guidance to make up for the inadequate of engineering practiceguiding force, and to apply"double assessment"system to inspect the quality ofhigh-level engineering and technical talents.The second part (Chapter 5—Chapter 7) is a case study. Exemplified by the postgraduates with chemical majors, this study understands the job requirements oflinear positions and extended positions of chemical enterprises through questionnairesand interviews. Besides, the cultivating objectives and standards of postgraduates forthe requirement of linear and extended positions respectively have been analyzedfrom the dimensions of knowledge structure, ability structure and personal traits. Inclosing, the present study provides new cultivating models respectively for these twokinds of post graduates with chemical backgrounds.
