Evaluation System For New Industrialization

The new industrialization is the important strategy for China's economic development, which has richer meanings and is more scientific. For your better understanding of the new industrialization, it's necessary to set up a scientific system, which can to be more extent reflect the current index system for the characteristics of new industrialization development. New industrialization index system can be the scientific reference to the industrialization development for our country in the future.This article studies on materials related to industrialization and new industrialization, combines former achievements on new industrialization, and presents author's own view. Considering the connotation and characteristics as well as data availability of new industrialization, the author puts forward a new index evaluation system for current industrialization. The index evaluation system includes five aspects: economic development and industrial employment structure, informatization and industrial linkage development, industrial technology content and contribution, industrial sustainable development level, human resources utilization and living standards of urban and rural residents. Every aspect has secondary index and tertiary index, which form the scientific, systematic index system. Based on three evaluation methods such as industrialization processes evaluation, new industrialization comprehensive realization level evaluation, new type industrialization development status evaluation,the author develops new industrialization evaluation system software , and use the evaluation software to systematically evaluate the economic zones of nine cities including Shenyang, Beijing.Through this paper developed evaluation system and evaluation software test,find Shenyang in the new industrialization construction and Beijing,Shanghai,Tianjin and other cities also is bigger than gap,Shenyang economic zone new industrialization whole construction is much more behind.
