A Study On The Public Policy Of The Development Liuyang Fireworks Industry Cluster

It has become the universal common understanding that the industrial cluster is the source of economic efficiency and the root of the regional economic development. Naturally, the scholars at home and abroad have paid highly attention to the industrial cluster's research, But these researches often just concentrate on the general analysis and exploration. There are few applied researches on the industrial cluster and thepublic policy, especially on such a special field——Fireworks Industry. Take Liuyang,Hunan as an example, the city has initially shown the tendency of the industrial cluster with the rapid development in the fireworks industry over the past few years, which has fully demonstrated that under the Chinese characteristic socialist market economy, we couldn't just depend on the market or the enterprises themselves. Only through local government's effective involvement and using the function of the government correctly, can we promote the development of these special industrial colonies further. Obviously, it's urgent to study the fireworks industry cluster and the public policy. Therefore, this actively explores the countermeasure of promoting the rapid and smooth development of Liuyang fireworks industry cluster.To start with, the article analyses the present situation from the perspective of the development and diagnose of Liuyang fireworks industry, from which to lead to the problems that Liuyang fireworks for the industry to put forward the social problems which are reflected in the process of Liuyang fireworks industry cluster development.Next, through the analysis to the social problems reflected by the development and effect lf Liuyang fireworks industry cluster, the article defines the four public policy problems relating to the development of Liuyang fireworks industry cluster.Finally, in view of the four mentioned problems about the public policy, the article concentrates on the research of policy strategies to guarantee the safe production , the industrial promotion, the industrial regulation and the service implementation in fireworks industry cluster. Therefore we can make some positive and beneficial exploration to promote the rapid development of the fireworks industry cluster.
