The deepening of the rural reform has given birth to the innovation of the agricultural micro organizations. New types of farmers'cooperatives, represented by associations and specialized cooperatives of different kinds, have formed a joint action on a large scale on the basis of contracted responsibility system based on the household, with remuneration linked to output. They have overcome the limitations of small scale production and decentralized operation, and promoted the specialization, scale, integrity, and overall competitiveness of agricultural production. The implementation of the Law of Farmers'Specialized Cooperatives of the People's Republic of China clearly defined the legal person qualifications and status and the related rights and obligations of farmers to assist the founding and development of such organizations.Developing farmers'specialized cooperatives provides a solution to the difficult situations in the rural regions and can serve as a powerful boosting force for the healthy and fast construction of new countryside. Qingzhou has been actively exploring and innovating the new countryside management system and considering the establishment of farmers'specialized cooperatives as an effective means for the protection of the economic rights and interests of the farmers and the improvement of their market competitiveness and incomes. Such organizations have been greatly boosted and by the end of 2010, there have been more than 670 farmers'specialized cooperatives of all kinds with the participation of 150,000 farmers from over 50,000 families in Qingzhou.Based on the farmers'specialized cooperatives in Qingzhou of research, the survey summarizes the Qingzhou farmers' cooperative organization of professional development overall situation , characteristics of the cooperative organizations and the results have been achieved by now. The problems existing in the founding and development of such cooperatives are also analyzed,such as they are still of small scales, poor quality and little attractiveness; they are financially insufficient, backward in information technology and non-sustainable in terms of finance; they are of imperfect organizational systems and poor management; they are lack of high level management talents in terms of personnel quality; the government is involved too much in some aspects and too little in others in terms of government involvement. Finally, some solutions for these problems are also proposed (i.e. vigorously carrying out training and publicity programs, improving the management and operation system, strengthening the policy and financial support, coordinating the government intervention and the farmers'self-administration, and creating new forms of agricultural societies), I hope this survey can play a role in the development of the farmers' cooperative organizations in Qingzhou in the future...
