Labor-intensive enterprise is an important force in China's economic development; Reforming and opening up 30 years, the contribution rate of China's labor-intensive enterprises are over 90% to China's economic growth. Labor-intensive enterprises have become an important force for promoting China's rapid economic growth. However, in the recent years, the labor-market in different eras has appeared labor shortages, recruitment difficulties, and high staff turnover. The phenomenon of enterprise labor shortages is expanding.The grass-roots workers are the direct creators of China's labor-intensive enterprises' profits, the most valuable human capital. They are not only one of the key factors of enterprises' development, but also constitute the strategic resources in the core competitiveness of the enterprises. The labor-intensive enterprises must achieve the initiative status in the human resources development and management if they want to maintain the competitive advantages. So it becomes an important issue in the human resource management of the labor-intensive enterprises how to keep the grass-roots workers in the enterprises. How to effectively encourage the grass-roots workers, foster their loyalty, and play their greater potential become a major challenge of the labor-intensive enterprises. And the employees' satisfaction is an attitude reflection which the employees assess the every factor included in their work. And it is employees' subjective value judgments, a psychological perception of employees' activities, the results that the employees' expectations compared to the employees' actual perceptions.Therefore, this paper selects a number of grass-roots workers in the labor-intensive enterprises of Qingdao City, Shandong Province, as the object of researching. The author starts the study using the methods of reading literature, questionnaire, interview, statistics and others.First, the paper generalizes the definition of employee satisfaction, the theoretical basis, effect factors in the domestic and foreign literature review, summarizes the previous researching results on employee satisfaction, and gets five factors of employee satisfaction. They are the satisfaction of the work return, the satisfaction of the work background, the satisfaction of the work itself, the satisfaction of the enterprise relationships, and the satisfaction of the overall enterprise.Secondly, the writer, analyzing the characteristics of labor-intensive enterprises and characteristics of grass-roots workers, using synthetically the related theories of employee satisfaction, combining the factors of employee satisfaction, investigates the satisfaction of grass-roots workers in the labor-intensive enterprises from 18 elements in the five aspects. These elements include:wage income, enterprise insurance and vacation benefits, enterprises' training and development, enterprises' sports activities and gathering activities, work away from home, the working time system of the position, the atmosphere of the workplace, catering and accommodation situation of the enterprise, a sense of accomplishment from the work, stable sense and security from the work, workload, the care of superiors, the communication opportunities of superiors, the communication and discussion with the colleagues, the existing management system of enterprises, the development prospects of the enterprise, the spirit and culture of enterprises, participation in the management.Again, the author analyzes the questionnaire dates using the mathematical statistical methods, conducts deep interviews with relevant personnel combining with results of the survey for understanding the ideological dynamic, job demand and satisfaction levels of grass-roots workers in the labor-intensive enterprises. By investigating the main factors of satisfaction include wage income, enterprise insurance and vacation benefits, catering and accommodation situation of the enterprise, enterprises'training and development, the communication opportunities of superiors, enterprises'sports activities and gathering activities. At the same time, it is found that their overall job satisfaction is significantly different on different ages and different educational levels of employees by the junior staff study.Finally, some countermeasures and suggestions are proposed combining the characteristics of the grass-roots workers and the results of the data analysis about the labor-intensive enterprises in Qingdao City. Such as building reasonable pay and benefits system, encouraging the mental stimulation of labor-intensive enterprises, building the enterprise culture of a people-oriented, and so on. I hope these measures can promote a good relation between the labor-intensive enterprises and the grass-roots employees.
