The tax staff at the grass-root level takes the responsibility of tax collecting as well as enforcement. The employee satisfaction of the staff at the grass-root level reflects their attitudes towards the evaluation of their task and working experiences. Though it is not necessary that the employee satisfaction equals the customer satisfaction, the negative effects brought by the dissatisfaction of tax staff at the grass-root level, such as the lower quality and efficiency of taxpayer service and tax administration, will definitely result in the customer dissatisfaction. Therefore, the evaluation of employee satisfaction plays an essential role in the practice of administration of state taxation, especially in the task of faculty construction.On the basis of other documentaries and referrence books, the author made The Questionnaire On The Satisfaction Of the Grass-Root Employees Of Xiangtan State Administration Of Taxation by referring HuangXinwei's work The Table Of Survey On The Employee Satisfaction Of Civil Servants At The Grass-Root Level. Meanwhile, the survey on the employee satisfaction was launched within the selected scope of 7 tax staff members in Xiangtan city. It suggests that the general satisfaction and specific satisfaction in every dimension revealed by those responsers is satisfactory, and the prioritized measures according to scores are harmonious working atmosphere, the leadership and management, followed by the task, a fair system of distribution, working environment, and fair competition. As is shown in the survey, the measure of confidence in the future of state administration scores the highest, while the measure of pressure that is from various evaluations involving those of tax collecting, supervision and administration, performance measurement and data-management scores the lowest. The variables that include the duty of the responser and the unit that he/she is now working in make the greatest impact on the employee satisfaction. The responser's status, healthy condition, gender and working position also play a role. Those factors containing marriage, education (first and highest education qualification) and the location of working unit differ very little in the general and specific scores in each dimension. The problems resulted from different factors, such as the administration system, working environment, working pressure, management and individual traits, greatly influence the staff's satisfaction in Xiangtan State Administration of Taxation. As we know, the employee satisfaction is the indicator of the administration of the grass-root organization and its staff's working condition. For the purpose of better employee satisfaction, it is a must to precisely recognize the mass attributes of grass-root employees, stick to the people-oriented policy, improve the human resource management, and modify the incentive mechanism to motivate the employees effectively. And also it is a practical way to deepen the system reform, promote fair competition, build flatten organizations, simplify the working process, improve the performance measurement, reform the payment system to ensure fair distribution, make a career plan and optimize the working design, establish the culture of tax organizations and carry out Soft Management.
