Nowadays, human resource is playing a more and more important role in the business area especially for business future development and strategic objective. As the basis of human resource management, human resource planning closely links business strategy and human resource management. The coming 5 years will be the critical period for X X Petro China Company to speed up the pace of development and to establish the competitive advantage in Heilongjiang market. It should be very difficult for X X Petro China Company to survive in the fierce competition without a suitable human resource planning.Firstly, this paper introduces the relevant overview theory of human resource planning and decides to adopt"supply and demand forecasting method". Secondly, this paper details the current situation of X X Petro China Company's human resource management and analyzes human resources management problems and causes. Then, the author forecasts the future human resources supply and demand status on the basis of current situation and scientific forecasting methods. Finally, according to the forecasting results and current situation, the author develops the coming 5 year human resources planning and formulates the evaluation and implementation system.This paper attempts to improve the human resources planning of X X Petro China Company from a strategic point of view through this research. No doubt it will help to enhance the core competitiveness of this company, and to achieve company strategic objectives.
