Sichuan-chongqing Region Industries To Relocate In The Regional Division Of Labor Perspective Comparative Study

Industry transfer is a strategic measure for eastern to achieve industrial restructuring and optimization and the western region can develop rapidly and narrow gradually the gap between the eastern region, thus achieving coordinated regional development by undertaking the Industry transfer form eastern region. Therefore, the western region in recent years gradually increased the intensity of investment; however, the phenomenon of homogeneous competition among the western region is getting worse.As the western inland regions, Sichuan and Chongqing have similar industrial investment environment and identical industrial planning and development, which led directly to fierce competitions between two regions in the process of undertaking industry transfer from developed regions and countries. By using game theory this article analyses and illustrates the behaviors of homogenous competitions between Sichuan and Chongqing which result in "Prisoner's Dilemma" and" rent dissipation" consequences.This paper argues that in order to avoid above-mentioned problems, Sichuan and Chongqing should select those industries which they have an advantage over other regions and coordinate each other from the standpoint of regional division when they undertake these industries and give full play to their strengths and endeavor to build some competitive industrial clusters. On the issue of distinguishing competitive industries of Sichuan and Chongqing, this article select comparative labor productivity, location quotient, regional configuration coefficient, industry proportion coefficient and modified industrial gradient coefficient to make a integrated judgment. The results showed that there are currently only transportation equipment manufacturing industry in Chongqing has some advantages of industrial clusters among the west regions; In Sichuan and Chongqing industrial distribution are too average and the dominant industries are not obvious. Finally, the paper analyses the feasibility of the regional division between Sichuan and Chongqing during undertaking industry transfer and put forward policy recommendations.
