Human resource (HR) has become the core strategy both for the country and for enterprises after our joining-in of WTO. HR performance is one of the main factors that could influence our national comprehensive competitiveness and the enterprise benefit. Many countries and enterprises have, therefore, paid much attention to the development and research of HR. And most of the enterprises have carried out researches and studies to find their own HR management.XC company is a state-owned corporation, and its development and expansion could produce very important influence for the development of its workers, the local economy, and even the stability of society. With pressures and challenges within and outside the company, XC company has undergone the SWOT analysis to reach the conclusion that HR-investment is the only choice for its core competitiveness, which also manifested that it is very necessary to build up the employee-training system.Based on the analysis of training systems of enterprises domestic and abroad, and guided by modern and current HR development theory and employee-training theory, this article starts from the on-goings of XC company, adopts ways of combination of theory and practice, comparative study and summarizing, analyzes the status quo of the training system, the problems, difficulties and relative reasons, and puts forward the principles and frameworks for the building-up of feasible training system of XC company. It thus introduces its ideas and models for the open employee-training system of XC company and completes the design of XC company training system.
