Soil is one of the most basic things of all the materials in human being's survival and development, also the most fundamental source of material production. Cultivated land is the essence of the land which is the product material that people can acquire food and other agricultural means of production. There is no substitution for the soil. The industrial and agricultural production of human's society will directly affect the seriously changes of the soil properties. With the improvement and development of our society, the pressure from the population, resources and environment is increasing while the demand becomes higher and higher on agricultural development and products. Cultivated land, with the population, resources, environment and food, has become a focused problem in the field of scientific research allover world. To promote the strategic adjustment of agricultural structure, speed up the quality of agricultural products, raise the overall production capacity of arable land and keep the sustainable development of agriculture, the comprehensive survey and evaluation are needed as soon as possible.In this paper, Hongze County, Jiangsu Province was the study area, and the evaluation of the soil fertility of cultivated land was the research object. A county-scale land resource management information system software was used as a study tool. GIS technology was used to process and integrate a variety of attribute data and spatial data; overlaid land-use maps and soil maps were used to form evaluation units; 13 factors related to the farmland's natural elements were selected as the evaluation factors; the mathematical analysis ways such as correlation analysis, factor analysis, fuzzy evaluation, hierarchical analysis etc. were used to make structural hierarchies, establish an evaluation factor model and calculate the weight of each factor to set a farmland evaluation method which combined qualitative with quantitative.Mainly based on the IFI, a method of cumulative frequency curves was used for the evaluation. All the farmland of Hongze County was divided into 4 levels, using the software Arcview to operate the library of evaluation chart attributes, search and statistics various grades of cultivated land area and map sites in the area, then get the area of each level. The total farmland area of Hongze County was 47120 ha, in which the level 1 was 5370 ha, about 11.4% in the total area; the level 2 was 28656 ha,60.8% of total area; the level 3 was 11117 ha,23.6%; the level 4 was 2003 ha, 4.2% of total area.The result of the study showed that the division of fertility levels and the determination of each level's proportion were scientific and objective. The evaluation result indicated the fertility of cultivated land within the study area was accurately fitting the objective reality of Hongze County. It meant that the method in this study was viable and scientific in the evaluation of Farmland Productivity. At the same time, the evaluation result showed that the overall standards of the farmland productivity in Hongze were high. It also provided a scientific basis in the alteration and improvement of low-grade cultivated land in Hongze.
