The Study On Supervision Process Optimization Of Binjiang Residential Engineering Quality

'Quality comes first in a fundamental task crucial for generations to come', this is the basic principle for any subject responsible in any construction project. So it should be a fundamental requirement to keep the quality of a construction project to a certain level and improve it constantly. But, construction supervision is complex and systematical project in which all the subjects of the construction corporate to program and organize every detail under a scientific and standardized procedure to fulfill the quality requirement. Thus, the project supervisor, as a third party to supervise the project, one of whose most important tasks is to execute the procedure of quality control and improve it in every detail, and make sure the project is based on quality control.The Riverside Community project is for the workers and their families from the remote areas of Jilin Oilfield. The supervision of this residential construction project of Jilin Oilfield is not quite different from any other project of the rest districts of China, in which construction supervision plays a very important part in the quality control process. But, the practice of the construction project supervision in our country is still far behind the theory. To this point, this paper takes quality management as the main trail, and analyzes the causes of all the problems and the relationship between them. Then, the paper pointed out that it is a scientific and standardized procedure which is the key to solve all the problems.The author used the method of comparison and selection between schemes, integrates theory with practice organically, to figure out an optimized design for quality control process. The part of introduction is about the background,which contains the background of the project and the enterprise, and the purpose, methodology, meaning of the research, which based on the theories which are about quality control and project supervision. After introducing the current status on quality control of the residence project in Riverside Community, Tables and pictures are used to demonstrate the details of bide, blue print consult, design change, quality control of material, and acceptance check of sub-projects. Then the paper reveals the problems of the project, and analyzed the causes of these problems. After that, the optimization design of the quality control process is proposed, including the necessity of the optimization design, the target of the optimization design, the methods of the optimization design, and the details of the optimization design. According to the sequence of the project, the optimization design contains bide, blue print consult, material supervision, design change, and sub-project acceptance check, and the paper discusses them all one after another. The optimization of biding is that the Construction unit to participant in bide, The preliminary design of project bidding is mainly to increase the construction unit and participate in bidding work, the focal point of work is to offer the convenience to bid inviter and check the recent projects the bidder is working on, examine the quality and management of these projects, especially the projects which has similarities with the project to bide, and then select a proper enterprise for the project. The optimization of the blue print consult is mainly about its organizer, participants, elements, and process, to ensure the blue print is fully discussed. The optimization of material supervision is to plentitude the testimony, sampling, and inspecting procedure. The optimization of design changes about adding a process in which the relevant subjects discuss the design changing. When a consensus is achieved, the designer hand out a document of the change as an attachment to the files, and the director then sign the order to change the design. This added process makes it more feasible to change the design. The sub-project acceptance check adds a self-test process for the constructor, and emphasize that substance comes after document in the acceptance check. These changes are in purpose to stress self-control of the constructor and plug the loopholes.The implement of the optimization design and a forecast of its effect are analyzed, including the conditions and difficulties for the design and so on. The specific countermeasures and suggestions are proposed, too.The summary of the paper includes a prospect of the future practice and research. After a systematical summary of the paper, the author pointed out the shortages of this research, and then specified several possible emphases of the future research and practical usage.
