The Research On Industry Structure Optimization Of Gansu Province Based On The Circular Economy Perspective

Since the Industrial Revolution of the 18th century, the abilities for human to make use of and reform the nature have been strengthened greatly. Not only that maked the human life quality have increased greatly, but also have brought the unprecedented negative impacts to the earth. A variety of issues that have been leaded to Ecological deterioration gave more and more serious threats of environment, that forced us to re-examine development process.Since the Reform and opening-up began 30 years ago, China has achieved outstanding performance in economy development. However, the nationwide problem that the consumption of resources has risen rapidly, and the pressure from the environment has become more and more larger. Gansu province is located in China's northwest and the most of area in the loess plateau, thus, ecological environment is fragile. Because of regional environmental change and the influence of human activity, the problem of ecological deterioration is becoming more serious in recent years. As a resource province, the major issue of Gansu in long-term developing is how to achieve the sustainable development about man and whole society, as far as possible to avoid the mode of "sustainable development after first pollution". It's the concrete embodiment and the way to the sustainable development. Developing the recycling economy is the necessary way to convert the economy growth method and push the sustainable development forward, Meanwhile, it's a key approach to alleviate the restriction of the economy and environment. It has a very important signification to the development strategy of national economy.The paper will combined with the recycling economy and the industrial structure optimization on the basis of predecessors' achievement, analyze the interacting relationship between the circular economy development and the industrial structure optimization. Through the analysis of the recycling economy industry structure combine with circular economy evaluation index system, establish index system of industrial structure optimization evaluation that under the perspective of recycling economy; and use empirical analysis with Shift-share method regional analysis model, then point out the current situation of industrial structure in Gansu province. According to the issues, point out the developing mode of industry structure optimization that the perspective of recycling economy.
