The Study On Constructing And Operating Mechanism Of Innovation Alliance On Cultural Heritage Protective Technology

With the development of economic and society, especially during the eleventh five-year, there are more and more attention and investment given into the cultural heritage protective work. In order to promote the development of the protective work, State Administration of Cultural Heritage kept constructing the technology innovation system and improving the management system, where appeared a number of scientific and technological achievements. But the current scientific and technical protection of cultural heritage can not meet the protective need, where there is heavy task.That the construction of innovation alliance on cultural heritage protective technology is an important step. In recent years, State Administration of Cultural Heritage reformed the management mechanism and explored the innovation mode, while the national research institute and key scientific research bases for cultural heritage were built. Then on the base of theoretical studies, State Administration of Cultural Heritage began the pilot project of innovation alliance on cultural heritage protective technology in Zhejiang province. That the innovation alliance on cultural heritage protective technology is a strategic cooperation and innovation organization, constructed by the cultural institutes, research institutes and universities together, where they can share resources, complement each other, playing the role of collaborative innovation, and resolved the key and common issues in the field of cultural heritage protection.This paper, through document analysis and the field research, studied and designed the constructing and operating mechanism of innovation alliance on cultural heritage protective technology. Firstly, this article analyzed and defined the innovation alliance on cultural heritage protective technology through comparative analysis with the relative cooperation organization. Secondly, with the help of order parameter theory and the "four trees" method, this paper found the parameter of the constructing and operating process, and discussed the bottleneck of the development, and put forward the constructing and operating mechanism framework. According to the analysis of the bottleneck of the development, this paper designed the dynamic mechanism, organization and management mechanism, support and protection mechanism.Finally, this paper studied the case of state innovation alliance on cultural heritage protective technology (Zhejiang), which validate and support the conclusions of this study.
