Study On The Mechanism Of Operation And Management Of R&D Oriented Industry Technology Innovation Alliance

With the development of knowledge economy, the R&D cycle of new products and new technology has been shortening constantly. Consequently, how to realize in advance the implementation of research and industrial technology innovation has become the key for enterprises to obtain core competitiveness. However, in today’s complicated and changeable market competition and rapidly developed technology environment, even the leading enterprises in the industry also have difficulty relying solely on their own resources and power to keep R&D and innovation advantage of the core technology within the industry. Therefore, the important ways for the leading enterprises within the industry to carry out the R&D and innovation activities include three aspects as follows, namely, the adjustment to the open innovation environment, the industrial technology innovation alliance based on R&D orientation jointly set up by scientific research institutions, universities and other organizations, and the sharing and integration of resources to continually promote industrial technology R&D and innovation of technology, keeping the leading competitive advantage.This paper firstly builds the industry leading enterprises as the main body basing on R&D oriented industry technology innovation alliance, in other words, R&D oriented industry technology innovation alliance. This part, through the effective combination of R&D alliance’s relatively flexible forms of organization, and efficient mode of operation and low operation risk, is completed under the analysis of industrial technology innovation alliance connotation, characteristics, operation mechanism and the existing problems. Then, under the analysis of the formation of motivation, organization structure, operation principle, operation process and the influential factors, the construction of operation and management system of R&D oriented industry technical innovation alliance is made based on the system organization theory, which focuses on the establishment management mechanism, process management mechanism and interest management mechanism. Finally, we select national IC packaging and testing industry technology innovation alliance to make the case and empirical study, and we analyze the process and characteristics of industrial technology R&D and innovation as well. Besides, some corresponding countermeasures and suggestions on the light of existing problem in the process of operation and management of alliance are put forward.This paper aims to provide the theory and method support for the whole technology R&D and innovation process of R&D oriented industry industrial technology alliance, which have important theoretical value and practical significance to improve the efficiency of operation management, the ability of industrial technology R&D and innovation of the Chinese industrial technology innovation alliance. At the same time, it can also provide reference and basis for the relevant government departments to formulate scientific policies and measures to promote industrial technology innovation alliance and encourage the development of generic technology industry.
