Study On Permanent Effective Mechanism To Increase Farmers' Income In Hunan Province

Constructing the new socialist countryside is a great task for China especially for the CCPC in the process of modernization. One of the most important parts of this task is to increase the farmers' income. In Hunan, a big agricultural province, to increase farmers' income is both the key solution to farmers' problems and the safeguard of constructing the harmonious society and the new socialist countryside. In order to increase farmers' income, it's necessary to search for efficient short-term measures at present, but what is more important is to seek for a fundamental policy to construct a permanent effective mechanism so that the constant increase in farmers' income could be achieved. In the long term, to achieve the sustainable growth in farmers' income, the following measures should be taken systematically, that is, to con struct the supporting mechanism of modern agriculture, the supporting system in science to increase the farmers' income, the permanent effective mechanism to transfer the surplus labor in rural areas, the sustainable mechanism of development in rural basic facilities, the diverse input mechanism in farming, and the measures to innovate the whole rural system, thus nurturing the permanent effective mechanism to ensure the increase in farmers' income. Focused on the study of the agriculture in Hunan Province, this paper, composed of six chapters, examines the importance of a permanent effective mechanism to increase farmers' income and tentatively offers some measures about how to construct the permanent effective mechanism in Hunan Province.The first part is preface in which the research purpose, significance and background are introduced, together with the review of the study in this field. The second part analyzes the policy on the increase of farmers' income and the characteristics in the growth of Chinese farmers' income. The third part studies the factors that constrain and effect the relative permanent mechanism, and by applying such ways as systematic analysis, literature review, this part points out the main restrictive factors in the steady increase of farmers' income, including the short-term and long-term barriers in the construction of new rural countryside. The fourth part discusses the experience of the farmers' income growth in foreign countries which inspires the Hunan province. Based on the above mentioned, the fifth part provides the strategies on the construction of the permanent mechanism for the increase of the farmers' income in Hunan from the aspects as follows: the rural land system, the rural tax reform, the grain subsidy system, the reform in rural enterprises, the transfer of rural labor employment, the professional cooperative organizations in rural areas, the rural financial reform, the rural grass-roots-governmental organizations.
