Research On The Policy Support Of Migrant Workers' Transition Of Obtaining Employment

As China's economic development since reform and opening, China's urbanization process has also greatly speed up. After China's reform and opening up the three "Boom" birth of the first and Up to January 31, 2010, the State Council issued Document on <<the opinions of efforts to increase urban and rural development based on agriculture and rural development and further consolidate>>, First use of the "new generation of migrant workers in it, new generation of migrant workers ", mainly refers to the 80, 90, this group of migrant workers currently in the 1.5 million migrant workers, which accounted for 60%, about 1 billion. After they were born to go to school, finish school later to seek jobs in cities, relatively speaking, on agriculture, rural, land, farmers and other not so familiar. On the other hand, they want to enter and integrate into urban society, their high level of education, vocational high expectations, demanding material and spiritual enjoyment, work tolerance is low. As for the special background for the new generation of migrant workers, their impact by the modern open society, they seek jobs in cities is more than just material needs to survive on, and they also stressed the need for spiritual life. They would like to change their migrant workers in rural areas "facing lose, back into the air", so they need more than survival-based employment security, more importantly, to equip them with their livelihoods and material conditions for upward mobility .However, due to social attitudes and public policies have not yet made this change to synchronize their responses into the city in pursuit of the process, they also encountered a lot of frustration and confusion, at the edge of the city have to face the embarrassing reality . Therefore, to solve migrant workers in urban development issues up as soon as possible to let the real integration of migrant workers to go to the city, the policy is the key. In the overall context of urban and rural areas, policies for promoting employment of migrant workers play an important role in transition, whether the current policies, or micro-macro implementation of the measures, policies for restructuring the employment of migrant workers play a role of guiding, organizing, coordinating and protecting.To accelerate the improvement of transition of obtaining employment of migrant workers and change"marginal"survival situation is an important problem of China's current economic and social development. This paper first analyzes the content and significance of employment of migrant workers' transformation, the necessity-driven employment and the development-oriented employment, leads to the importance of promoting migrant workers to the development-oriented employment. Secondly, elaborates the obstacles and reasons of migrant workers' transition of obtaining employment from the government policy, the participation of enterprises, and the migrant workers themselves. Thirdly, the government plays a role in the transition of obtaining employment of migrant workers from the perspective of government and policy considerations. Fourthly, from some aspects to promote the development-oriented employment of migrant workers, including deepen reform of the household registration, education for children of rural migrant workers, rural medical and health services, strengthen the training of migrant workers' skills and quality, and housing security.
