Equal employment of urban and rural workers includes equal employment opportunity, equal employment treatment, equal employment security and equal employment services. The realization of equal employment of urban and rural workers, in essence, is to oppose the discrimination in employment and to prohibit a variety of formal and informal discriminate policy, then get out of the "policy dilemma" in employment field. Based on it, this study mainly explores the following areas:Firstly, explore the awareness of employment policy between workers in urban and rural areas. Rural workers are generally lack of awareness of employment policy. Social policy action is for all members of society, but social policies in a national and regional are not entirely for all members without distinction, but always have different treatment according to the needs of different people. Therefore, rural workers need to have a more clear understanding about the policy which is closely related to their own interests. The investigate result shows that there is no more than half rural workers have a clear understanding about social policy.Secondly, explore the influence of social policies on employment opportunities between urban and rural workers. Equal opportunities are the premise and foundation of equal employment for urban and rural workers. Social policies impact employment opportunities of urban and rural workers mainly in three aspects: one is the proportion of employment opportunities; the other is the access to employment opportunities; the last one is the ability to employment opportunities. The investigate result shows that the existing social policies have a significant impact to these three areas of employment opportunities.Thirdly, explore the influence of social policies on employment outcomes between urban and rural workers. Equal employment outcomes are the core of equal employment for urban and rural workers. Social policies impact employment results of rural workers mainly as follows: Firstly in the economic interests of rural workers, the wage is lower than the labor value, wages for many years there is no up or don't have much incensement and the minimum wage is too low. Secondly in protection of labor rights, labor rights and interests of rural works can not be effectively protected. Rural workers always have non-payment of wages or difficulties to get the wages; Rural workers also lack of the sense of defending their rights. Thirdly in social welfare, industrial injury insurance and old-age insurance are difficult to implement.Fourthly, explore the influence of policy conflict on the equal employment between urban and rural workers. Policy conflicts are the major cause of inequality in employment between urban and rural workers. In our country, the mainly conflictions of employment policy as follows: central government and local government policy, official policy and informal policy. The investigate result shows that: First of all, rural workers are always lack of sense of policy confliction. Secondly, the policy confliction have very significant impact on the urban and rural workers, once again, policy conflicts directly bring the social exclusion.This study also finds that the follow questions need to be further reached: reform of household registration system; reconstruction of the social security system in rural areas; building organization about protectiing rural works' rights; the system trust of rural labors. The study above shows that in order to realize equal employment between urban and rural workers, the employment policy system should be integrated. Specifically, the policy of equal employment opportunities; the policy of equal pioneering- support system; the policy of equal vocational training; the policy of equal labors security; the policy of equal employment management.
