With the advent of knowledge economy and aggravation of the market competition, it is recognized that human resource is the important strategic resources that enterprises can gain competitive advantages, so enterprises can improve the core competence with the help of the effective development of the HRM functions,The effective Performance appraisal is the very important function in developing and managing human resource. Without performance appraisal, there will be no scientific and effective human resources management .There are many problems existing in the current enterprise's performance appraisal, so the fundamental way to solve the problems is to establish scientific performance appraisal management system.In this paper, first we studied domestic and international environment and market trends of IT industry and the history of the development of Hongzhi company and its own cultural characteristics as well as status of human resource management; second we did an in depth analysis of performance appraisal system and then reveal the main problems and the cause of the problems which is existing in performance appraisal system of Hongzhi company through combining the methods of performance appraisal and related theories. We first redesigned its performance appraisal systems and process on that basis then we constructed the performance appraisal systems which are made up by the evaluation preparation, evaluation implementation, evaluation feedback and assessment applications and other components of the performance appraisal system third we proposed a practical safeguards for the implementation of performance appraisal. We want to solve the problems of filling something that did not exist in the past of the key link in the performance appraisal for Hongzhi company which is in the new market environment through this paper so we can improve enterprise competitiveness and then to keep its sustaining development.
