As an important component of the enterprise management, enterprise performance evaluation has become a hot research for scholars. Currently, there are many researches on the construction of the performance evaluation system, but these researches are often limited to the results of the performance evaluation, and neglect the evaluation to impact of performance evaluation process. Performance evaluation is lack of strategic character. In fact, the process of performance evaluation is also important, as it directly decides the competitive developments and the future performance of the enterprise level, so this paper increases some parts of process performance evaluation whiling constructing the performance evaluation system.By making an in-depth study on the process of construction of the performance evaluation system ,this paper reveals the decisive role of the core competencies on enterprise performance, and also believes that the external environment and liberal enterprise lucid property rights is a necessary condition for the formation of enterprise performance. On the basis of the outcome of the study, this paper explores a new way of nurturing core competencies, thus helps enterprises achieve their strategic goals from the perspective of enterprise performance determinants - a core competence.The paper attempts to build a multi-level performance evaluation system which contains a 5 first-level indicators, 15 secondary-level indicators, 49 third-level indicators. The indices can help enterprises understand actual performance ,and can use the result of performance evaluations to diagnose problems in the operation process in order to improve enterprise management, enhance their market competitiveness, and improve enterprise performance level.On the choice of performance evaluation methods, this paper does a research of several major comparative analysis of existing methods of evaluation, integrates the advantage of AHP and fuzzy theory, then constructs a comprehensive multi-level assessment model and makes an introduction of the performance evaluation steps. In order to test the validity and feasibility of the methods, this paper uses a simulation calculating case to demonstrate and integrate performance evaluation system and methods through this case.
