Human resource management has become the key factor for business to develop in the era of knowledge economy and achieve strategy goal in the future, while technicians have become the important human resource in businesses. Furthermore, performance management has become the key topic of human resource management. How to optimize and design a suitable and effective performance management system is very important for business to achieve strategy goal and realize sustainable development. Competence-oriented performance managementIt regards personal competence that is needed by the organization as the object of performance management and the standard of performance evaluation. What is more, it correspond employee's personal competence to organization's strategy goal, so as to get its new development in the era of knowledge economy.Firstly, this thesis summarizes the evolutions and main points of the theories of performance management and competence-oriented management, analyses the characteristics of performance management based on competence-oriented management, compare two performance management patterns that based on human-oriented management, competence-oriented management.Secondly, this thesis analyses the conditions and problems of technicians' human resourse management in Guangdong Hongzhi company.Thirdly, this thesis optimizes and designs a techician's performance management project based on competence-oriented management, establish competence model, rebuild technician's performance management system in Hongzhi company from the following factors: performance plan, performance guidance, performance appraisal, performance feedback, including organization system, target system, appraisal system. And then put forward some ensuring measures.
