| A resource-conserving & environmentally-friendly society is the embodiment of ecological civilization, which is the basic way to achieve sustainable development, circular economy & low carbon economy, which is also the premise and guarantee of social harmony. The evaluation of Two-oriented Society construction is an important part of the construction of Two-oriented Society, which is the bridge to build Two-oriented Society from theory to practice with theoretical exploration meaning and practical guiding value. They have some beneficial exploration and research of the evaluation of sustainable development, resource conservation-oriented society and environmentally-friendly society at home and abroad, which can promote the evaluation of Two-oriented Society construction, though it is still in its infancy. Therefore, based on the Two-oriented Society construction , the guidance of the scientific development, sustainable development, circular economy and low carbon economy as the theoretical basis, in the thorough understanding Two-oriented Society, this paper has done a comprehensive evaluation to Two-oriented Society construction, which try to enrich evaluation theory and method research of Two-oriented Society construction and provide scientific decision-making guidance.According to literature review method, frequency statistics, expert consultation method and theory research and case analysis, combining qualitative analysis with quantitative analysis method, follow from theory to comprehensive evaluation to case analysis logic system, analyzes the Two-oriented Society construction elements, this paper establish an evaluation index system of Two-oriented Society construction, and then a case study follow it.Through the systematic review in the research of sustainable development, conservation of resources, environment friendly at home and abroad, this paper have combed the main research results of related contents and understood the progress and insufficient in the existing research. After researching the connotation and characteristics of Two-oriented Society, this paper analysis, identification, generalizes the Two-oriented Society construction elements from theory to practice method, which include resource conservation element, environment friendly elements, science and technology innovation elements, economic development elements, ecological civilization elements, the social harmony elements. Based on the study of the elements, constructing the system layer, subsystem layer, control layer, index layer, Two-oriented Society construction evaluation index system owns 65 particular indicators .And using linear weighting method and principal component analysis to evaluate Two-oriented Society construction. Based on the theory research, this paper has a case study of Changzhutan Two-oriented Society construction. It evaluates and analyzes of Changzhutan three cities Two-oriented Society construction from resource, environment, science and technology, economic, ecological and social aspects, to verify the appraisal conclusion from the evaluation index system and method, which is correct and practical. At last, it suggests pertinent and reasonable suggestion and countermeasures from the evaluation results. |
