Study Of "society" And Its Evaluation Index System Of Performance Management Perspective

With the concept of recourse-saving society and environment-friendly society and establishment of Chang Zhu Tan and Wuhan Comprehensive Supporting Reform Pilot Areas, building up the "two-oriented society" has become the consensus for China’s development under the current new circumstances. It is the critical time for China to think and tackle problems, including how to build up "two-oriented society", improve the local government’s capacity of performance evaluation, promote the interaction between eastern and western areas, put forward the rise of the central area, speed up the process of new industrialization. Local government performance evaluation plays a key role to stimulus the building up of service-oriented government, transformation of government functions, and increase of administrative efficiency. In this paper, by studying and learning from some relative theory and scientific connotation of "two-oriented society," both at home and abroad, and taking the experiences of local government performance evaluation into consideration, the writer set up a comprehensive evaluation index system which treats Xi’an as case study subject and illustrates the whole system from five aspects, namely, economic development, technological innovation, energy saving and friendly environment. The Xi’an "two-oriented society" comprehensive evaluation index system composites of5first-level indicators,12secondary-level indicators and42specific indicators. Through analyzing the deficiency and present situation of Xi’an "two-oriented society", the writer raises proposals for the construction of Xi’an "two-oriented society", which is of great value for theoretical study and practice, especially for the construction of recourse-saving society and environment-friendly society in Xi’an.The paper includes four parts.The first part mainly introduces the building of "two-oriented society", including the research background and significance, the domestic and international study states, content and technical road map, methods and innovations.The second part explains some relative theory of cycling economy, the concept and the scientific connotation of "two-oriented society" based on the sustainable development theory. This part also explains the study of local government performance evaluation in the context of the "two-oriented society" by means of emphasizing aim and positive meaning.The third part raises proposals for the construction of Xi’an "two-oriented society", basing on an accurate understanding of the concept and scientific connotation of "two-oriented society", analysis of the practical development states of Xi’an "two-oriented society", and in accordance with some relevant principles.The fourth part summarizes the results and conclusion of whole research, and points out the trend and problems concerning with the research in the future.
