The Empirical Research On Rural Social Security

Social Security is a kind of social system, which has increasingly become one of the focuses of attention by the public, government and academia in general. Since the founding of New China, China has paid high attention to the social security system and gradually established it. But because of the restrictions on economic level, during the period of the planned economy, our country paid more attention to urban development, so the mode executed by urban and rural areas is different. Since the reform and opening up, the social security system in urban has made breakthroughs, level of indemnification become more and more high, and security project increasingly complete. In contrast, the development of rural areas social security lags behind and can not meet the urgent economic development need of the vast rural areas. It has seriously affected the development of rural economy and social stability, becoming the bottleneck of China's industrialization and urbanization. As a regional of Shandong province, Linyi is the zone which has the most rural populations in Shandong Province and its rural social security system is representative. Therefore, the study of rural social security system in Linyi is significative for improving and perfecting the social security system in rural areas.Guided by the Marxist social security theory, this paper, hold Linyi as a example, using empirical research, theoretical analysis, comparative analysis, case study, historical documents and other methods to analyze the development of rural social security system and its achievements and shortcomings of various districts and counties in Linyi, trying to research l the root causes. Basing on this, the purpose is to explore the focus and direction of the construction of the rural social security in the future focus, then design the associated policies, and whereas a series of workable suggestions are ultimately made.According to the above-mentioned thought, the article firstly focuses on the basic Marxist theory about the social security and the social security research in China and analyzes Chinese research about the social security by our country leaders, Mao Zedong, Deng Xiaoping, Jiang Zemin, and Hu Jintao. Secondly the article elaborates the countryside social security connotation, the evolution and the function, providing theory basis for analyzing rural social security system construction. Then it analyzes the present situation of the endowment insurance, medical insurance, social relief, land-expropriated insurance in countryside social security system, and analyzes the reasons of blocking Linyi rural social security development from the rural productive development level, social security awareness, legal, institution and so on. Finally, aiming at the existing problems and the cause of the problem, the article combines the rural social security system, designs the patterns of rural social security, and proposes the guiding ideology, basic principles and measures, suggestion. The suggestion includes increasing publicity, perfecting laws and regulations, strengthening the responsibility of government, developing the rural economy, raising founds, eliminating the barriers, learning from abroad experience. The writer believes that, by the joint efforts of the communist party of China and the Chinese people, with the development of our national economy, the rural social security will become increasingly complete and the peasants will live happy life with having perfect security.
