The Research Of Social Security Rural Poor Areas

Social security is closely related to the survival and development of the people,which is a safety net and stabilizer of the country or region economy development and the social life;In the critical period of taking targeted measures to help people lift themselves out of poverty and ensure accomplishing the task of poverty alleviation,the higher requirements have been put forward in order to perfect the establishment of the social security system in poor areas.The social security problem can be properly solved or not in poor rural areas,which affect the rural social stability and economic development in the very great degree,how to properly reasonably solve the problem of rural social security in the poor areas not only become an urgent problem that the government should solve,but also become a topic of common concern to society.The social security problem in poor rural areas affects the normal operation of the rural economy and society,meanwhile,hindering the construction of a well-off society and harmonious society.So it has very important practical significance to take active measures to deal with the social security problem in poor rural areas.The thesis begins with the basic concept of the social security system,carried on the comprehensive review for the development of the rural social security system,the social security problems in poor rural areas were studied by taking the Hunan provincial poverty counties--Phoenix ChiPing village,Qidong county as an example.Firstly,the thesis reviews the four stages of the development of the rural social security in China,making an investigation on the present situation of the social security including the cooperative medical insurance,endowment insurance,social relief of the Phoenix ChiPing village and analyzing the social security coverage,fund regulation,the social security situation.Secondly,the thesis analyzed the social security problem in poor rural areas including lack of cooperative medical insurance management,slow development of old-age insurance system,imperfect social assistance policy from three aspects of the weak financial support,lack of law guarantee for the rural social security operation and insufficient concept of rural social security.Finally,based on the analysis for the existing problems in the development of the social security in poor rural areas--the Phoenix ChiPing village,the thesis put forward the suggestions on improving the rural social security in poor rural areas from the following five aspects:strengthening government's responsibility,the legal construction,financial support,management system,supervision mechanism and external environment construction.
