Social security is called to be the premise and that is a “safety net” and “shock absorber”of the whole society and basis of the healthy development of the market economy in ruralareas After60years of construction and development, rural social security plays an importantpart in promoting rural social stability and economic development, but social security systemcould not meets the rural social security needs in our country; at the same time, the agingpopulation trend exacerbated the increasing weakening of family protection and landprotection function which also is a huge challenge to the construction of rural social security.So, how to make up a set of social security system in rural areas that compatible with the levelof economics developments、reasonably and efforts to promote the developments in therurally economy, which is now the sufficient issue resolving.The first part in this paper introduces the background and status of the rural socialsecurity at home and abroad. The second part describes the contents of social security analysisthe main parts of our rural social security. The third section details the course development ofChina’s rural social security, and the achievements of social insurance for the old people、themedical care security for rural people In the fourth part the written analysis problems of therural social security thronging the coverage scope、geographical differences、the managementsystem and different parts after that rural social security problem.Of dissecting the rootingcauses in five sections: the existing land system、the level of rural economy、the awareness ofthe rural social security and the funds of that. The last part to be the core part; make relevantrecommendations and effective measures to improve the social security system to a higherlevel.
