Theory And Practice Of New Rural Elderly Social Security System Based On Rural And Urban Areas Coordinating

For risisting the influences origined of industrialization, urbanization and aging; for further implementing agriculture, rural areas and famers; for all people sharing the benefits of reform, CPC raises, to speed up the establishment the social security system coveraged urban and rural residents, ensure the basic life of people. To Establish and perfect rural social elderly security system is important to the new rural work, the the fundamental of the harmonious society. Currently, there are many problems of rural old-age security system, lack of old-age security mechanism, the fragmentation is serious, farmer have less choeces about their elderly securiyt under the new situation, far away from the urban residents'. To establish and perfect the new rural elderly security system, is a great step for the coordination of urban and rural social security system of China. So, this September, the State Council issued a document about the new rural elderly security, advances Pilot projects to introduce the new rural elderly security system are launched from the second half of the year and coverages completely till 2050.Based on this case, the paper try to use various ways synthetically to discuss the new rural elderly insurance. Firstly, the paper reviews the history of Chinese peasants' elderly security, traces the culture origin and development to today, and the old rural elderly model's impact to the days; secondly, expounds and analyses resumptively the international advanced experiences of rural elderly securuity to find the active importance to China's new rural elderly security system; thirdly, analyses the current situation of rural elderly security; fourthly, make scientific and rational suggestions about institution elastic, financial responsibility, correlative policies etc. by the research on new rural elderly security of Jinlin province, and puts forward the Suggestions to aim for the final coordination of urban and rural areas to do the project well, perfect the social security system.
