| Since the reform and opening up, the economy of China has developed rapidly, and urbanization has also been accelerated continuously. It causes some issues that a large number of rural and urban lands are expropriated, and more and more peasants lose their lands. These led to many social conflicts. How to solve the problem what landless peasant are caring and worried in future has become a social hot point. Based on the actual situation, many governments have conducted active exploration, and implemented a variety of security system.This paper has elaborated the related theories about social security system and landless peasant expropriation compensation system, and presents the development process of the domestic and foreign social security system. Meanwhile, we have analysis the systems in Zhejiang, Guangdong, and Shanghai, and so on. It is important for the social security systems of landless peasant in Ruian city to provide the effective base on scientific theories and practice.This article focuses on economic and social development in ruian. After in-depth analysis of the production in Ruian City and the sample analysis of the living conditions of peasants and landless peasants, we have analysis the farmers lost income, expenditures, employment, social security situation and ideological status. The results:the farmers have an imbalance between revenue and expenditure; the employment has quite conspicuous; the active resistance to social security is not high; the issue of future pension, medical care problems and employment problems become more worried.This paper analyzes the four ways of resettlement of landless peasants in the different periods, Ruian City. The four ways of resettlement of landless peasants are recruitment and placement of Peasants, monetary settlement, leaving to resettlement and social security, respectively. The results come to:the recruitment and placement solve the problems of the employment and identity, so the subjects are welcomed by farmers. But with the economic decline of state-owned collective enterprises and landless peasants are out of work, the results bring to the social instability. Monetary settlement for lost more farmers a compensation fee, can solve a one-time settlement of the land by landless peasants and the relationship between the economic interests. However, it cannot solve what the peasants worried in a long time. Stay in placement that can solve the long-term livelihood of landless peasants, but likely to cause sporadic distribution of land, is not conducive to the city unified construction, will remain to bring the illegal trade, and disrupt land market order. Social Security for a large security system, can promote the development and consistent with the direction of social economic stability, but also it faces on the embarrassment with the crowd of working ages which do not want the insured.Finally, we have proposed the establishment of Ruian City Farmers Social Security System, principles, contents and building strategies with the actual situation in Ruian. In the construction of content, we need to establish and improve the minimum living security system, set reasonable protection, improve security standards, and multi-channel fund-raising. Second, we need to establish a sound pension system, specifically to protect the object, reduce payment standards, overall security funds. Third, to establish and improve medical care security system, establishment of medical aid, participate in commercial health insurance, establish a new cooperative medical insurance system. Forth, the establishment employment protection system, strengthen vocational training, change the concept of employment and create jobs; Last, the establishment of law to maintain the system. On this basis, our proposal advise establishing a sound social security Farmers macro control mechanism and a scientific, rational reform system of the land, to develop the village economic and promote employment policies and measures to landless peasants in many ways. |
