| With the acceleration of industrialization and urbanization processin our country, lots of rural collective land are confiscated and many peasants become landless peasants .This is also a normal social phenomenon which is bound to occur in the process of industrialization and urbanization in nation. Resolving the future survival and development issues is the focus of contradictions which results affect the social stability and development because the peasants lost their capital goods .The Party Central Committee and the State Council have always attached great importance to the problem of landless peasant social security. Five policy documents have been introduced from the year of 2004 . In terms of policies , landless peasants social security issues have achieved a series of breakthroughs .The building of social security system for landless peasants show trend of the improving policies, the increasing of intensity, the increasingly operable , a growing number of insured farmers, and the increasing of the level of protection .Although governments at all levels and relevant departments have adopted a series of targeted and effective policies and measures to promote the building of the landless peasants social security system and a breakthrough has also been made in the progress, the social security work of landless peasants still needs to be strengthened from an overall perspective .This dissertation has analyzed the historical evolution of the way of our country' s land requisition compensation and the social security function of land. It has made a study of the main practice around the establishment of the landless peasants social security system ,and has noted the existing problems in the aspect of landless peasants social security , such as different standards of compensation and the low costs of settlement, the confusion of installation distribution of compensation and deserve compensation of landless peasants which can not be guaranteed , the difficulties in employment of landless peasants and the standard of living declining , the social security system is not perfect, and exist life concerns . The dissertation studies the basic principles of the establishment of the landless peasants social security system ,which is the principle of the establishment of a low level of the landless peasants social security system , is the guarantee the basic livelihood of landless peasants , is equity and efficiency .The dissertation believes , in view of the special nature of landless peasants, if we want to improve the social security system of landless peasants , we must set up funds for social security of landless peasants , innovate the land-use system , and establish a legal system guarantee . Finally, this dissertation designes a framework of landless peasants social security specifically ,which is : establish a minimum living protection of landless peasants, implement the relief system of landless peasants, improve the pension insurance of landless peasants, introduce the medical insurance of landless peasants , improve the employability of landless peasants, do a good job for the job placement of landless peasants , and provide legal assistance to landless peasants. |
