The China Old-age Social Security Research Of The Peasants Who Lost Their Land

Along with the rapid development of industrialization and urbanization of China, many peasants have lost lands owned by individual or collectivity which were expropriated for governments at all levels. As land requisition system flawed and the social security system of landless peasants laged , more serious problems are triggered. If these problems are not resolved in reason, social stabilization and economic development must be influenced .Furthermore, it is not conducive to the building of a harmonious society.The fundation to solve landless peasants' problems is to improve social security system. However,security system involves in many aspects. This paper focuses on old-age security of landless peasents. Through scientific definition of related concepts, the direction for study and research on these problems is cleared. By analyzing the problems and the reasons for the pension security of landless peasants, the main measures to resolve the pension security of landless peasants in a targeted manner. Then,through analyzing the the main pension measures on landless peasants of four provinces, series of thought on old-age pension security are proposed. In the real conditions, establish landless peasants pension security system as the breakthrough point, reform the existing urban old-age security system. Then, landless peasants pension protection should be integrated into the urban pension insurance system. With urbanization and peasant land reform being putting forward, a progressive reunification and integration between rural social old-age security system and urban sociel security system will be realized. Eventually, establish a coordinating urban and rural old-age security system. This study does not just stay in the system building on the macro , but propose a specific system design theory made light of practice to beuseful in building old-age pension security system of landless peasents.The old-age social security research of the peasants who lost land is strong academic and practical. On a comprehensive and accurate point of view, this paper takes some research methods such as combination theoretical study and practical research, combination normative analysis and empirical analysis and combination problems and countermeasures. This research not only remains the construction of micro-system but also puts forward some specific system design theories combined practice to benefit the construction of old-age social security peasants who lost land. The innovation of this paper is that old-age security system of the peasants who lost their land should use the combination of rigid and flexible management mechanism. In areas such as the determining the minimum payment standards, the minimum number of years to pay and minimum standards of treatment is rigid. However, in areas such as payment standard, payment methods and the levels of treatment for different age groups and different income levels of peasants lost their land is flexible. And in according with this principle, a specific system design is carried out.
