Land Use Planning Management System: Analyze On Policies Innovation By Local Government

With continuous advance of urbanization process and the increasingly acute contradictions, China's cultivated land area is constantly reduced and the urban construction sites are also becoming increasingly tense. The central government is faced with protecting cultivated land and the economic growth tasks; It needs to strictly control the total annual construction sites. In the pressure of economic development, the construction sites indicators are seriously short. At the situation of the contradictions are becoming increasingly acute, local government starts to seek various new systems. The research starts from land use planning management system, then study the various local innovation policies. Expect to improve the existing system.First, the research used the theory of Qingmu Chanyan's evolution of the game analysis framework to analyze the forming from planning management system to the various local new systems. Secondly, this article has analyzed China's cultivated land use planning management. This part includes the forming of the cultivated land use planning management and analyzing the management of construction sites indicators to analyze the existing problems of system.Then this article analyzed the innovation policies of local government, included basic farmland protected in another place policy, cultivated land requisition-compensation balance from allopatry policy, converted indictors paid dispensing policy and land ticket policy. This paper analysed the formation and the effects of the various innovation policy, the reason of the policies are prohibited or allowed to continue to carry out.Last through the above research has reached the following main conclusions:1. The land planning management system has some deficiencies that made the failure of distributed plan of construction sites indictors.2. Local government put the market factor into the innovation policies, it could be brought to improve the efficiency of the construction sites configuration, but the central government should to prevent local government to increase the construction sites neglecting of cultivated land protection or not to fulfil the target to protect cultivated land. And the innovation in policies could be threat to national food security and sustainable development of cultivated land.3. Given the power to local government from central government is in favor of innovation in policies. The local government as the action group of innovation is nearer to the grass-roots level and owns the priority to allocation resource. So, if the central adequately decentralize to the local governments, it will contribute to the system development and innovation.4. Putting market factor to land use planning management system is a method to solve the contradictions between inadequate construction sites and cultivated land protection.
