Research On Demand And Supply Of The Elder Care Insurance In China

The Elder Care Insurance(Long Term Care Insurance)is used to provide indemnity for those individuals(most of them are the aged)who are unable to care for themselves partly or completely due to the decline of body functions and need assistance with the activities of daily living.With the development of world economy,population aging has become a problem of countries and cause various questions like retirement,social security and medical treatment,which is becoming a heavy duty to more and more countries.China is a country with large population which is rapidly aging and the problem it brings about is becoming more and more serious.Firstly,with population aging,the changing of family structure is weakening the function of traditional family support. Secondly,after the implement of the "one-child policy",population structure is constantly changing and family structure becomes simplified,mininaturized and empty-nested.And it makes a large number of "4-2-1", "4-2-2",even"8-4-2-1"as well as "empty nest family".The middly-aged suffer from the unprecedented stress on spirit and family responsibility,because they have to not only support the aged,raise the future generation,but also take on the main duty of work.Hence,edler care and nursing becomes an outstanding social problem.Based on the reality of population aging and the changing of family support in our country,the paper analyzes the supply and demand of elder care insurance,and the reasons of contradiction according to population,economy and society.In consideration of the situation that domestic commercial care insurance is unable to meet the need of the aged and the limited capacity of corporate and personal payment of care insurance,the paper proposes an elder care insurance system suiting our national condition.The paper puts forward an idea of combining the social edler care insurance with commercial edler care insurance as a pilot project and moving on to social security system gradually,to promote the sound development of elder care insurance in China.
