Furthermore, the real estate market's own characters such as high investment, long investment return period and great investment income contribute to the investors' risks. Therefore, it is necessary to conduct some objective and reliable research on investment programs of current real estate industry. The accurate and effective judgment can only be made by observing the saying "it is necessary to treat the market as the premise, to treat the technology as a means and to treat the benefit as the core value". Making the accurate and effective judgment can smooth the implementation of investment programs and achieve economic and social benefits.The North East Oil Company is a small and medium enterprise. After over ten years' management, it has begun to dominate the market. Developing small and medium enterprises plays a key role in boosting national economy, maintaining social stability and promoting the revolution of state owned companies. The small and medium enterprises'development will contribute to Chinese companies'sustainable development. Thus, considering current background, this article has mainly conducted research on the external environment, internal operating conditions, expected profit, implementation process and results of the implementation faced by the North East Oil Enterprise. This article has analyzed the above mentioned factors by using methods of comparative analysis, trend analysis and strucutal analysis in order to propose some effective suggestions, to promote the enterprises'core competitiveness, to enhance the social and economic benefits of enterprises. Although the research on the North East Oil Company is merely an individual case, it has great theoretical significance and practical value for the small and medium enterprises'investment.
