Nowadays, the development of science and technology changes with each passing day. The competition ability of science and technology has become to the important factor to decide national prospect and destiny. It is the key to push economy development, promote society progress and support national security. In recent years, our country takes up with high-tech development, and has already presented a very vigorous competition situation. For Heilongjiang province, the tidal wave of new science and technology revolution and the opportunity of economy globalization, provide the realistic possibility to exert its advantages and its potentials of science and technology innovations and to realize economy spaning development under technique spaning. High-tech industrialization becomes the economy core and the important part of strategic target of Heilongjiang province. Because the development of high-tech industry depends on the development of high-tech enterprise, we research in evaluating growth condition and constructing growth strategy of high-tech enterprise in Heilongjiang province.Firstly, this thesis completely introduces the related theories about high-tech enterprise, enterprise growth and enterprise strategy. Then, the high-tech enterprise growth conditions in American Silicon Valley and in Chinese flourishing region as investigated objects, it researches in their reasons, sums up their inside regulation, and finds the total thought of developing high-tech enterprise. Secondly, it analyzes the high-tech enterprise growth condition and the exterior environment establishing condition in Heilongjiang province, and through factorization method and AHP, evaluates the static state and the dynamic state of high-tech enterprise growth condition in Heilongjiang province. Thirdly, it completely analyzes the environment and condition of high-tech enterprise growth strategy in Heilongjiang province through SWOT method, investigates the environment factor and the condition factor, and demonstrates their correlation.
