The Application And Research On JM Unicom 3G09 Projects Of The Whole Process Cost Control System

Since 1994, The Posts and Telecommunications services in China have begun separating to make difference between government and enterprises customers. That means a breakdown process of monopoly is gradually being undertook in order to lead China's telecommunications industry toward the global market. With the advent of information age, telephone communications now become more and more closely related to our living. Information, telephone and internet are turning into an indispensable part of people's daily lives step by step. As a result, the present construction of the telecommunications network is no longer able to meet the current requirements of the constantly developing telecommunication. For the purpose of further satisfying the needs of modern communication, jumping on the international bandwagon of the information age as well as improving the productivity of social information technology, projects of updating or extending telecommunications networks are being carried out one after another, which becomes one of the most important parts of the telecommunications industry development. However, as one of the negative consequences, the problem of cost control is gradually arising.There are some cost control problems in the construction process of the JM Unicom 3G09 projects, the first works of which has been put into use. In this paper, a more detailed analysis of the main cost control problem in the construction process of JM Unicom 3G09 will be made. Accordingly, The paper creates a cost control system for the whole process of Project JM Unicom 3G09, presents the specific cost control measures in the four stages of the project, namely investment decision-making, project preparation, construction and clearing after final completion of the project, and applies the control methods and measures of cost control system in the second phase of the project. In use of earned value method, this paper makes a rectification analysis of cost control in phase one and two of Project JM Unicom 3G09 to verify the effects of whole process cost control system. Finally, to fully promote the whole process cost control system based on JM Unicom 3G09, this paper presents spread suggestions of the cost control system.
