Study On The Theory And Practice Of National Central City And Their Competitiveness

The national central city is the product of globalization. The national central city is a country's economic, cultural and political representative of the highest level of development. The national central city is the important portal and carrier on behalf of the state to participate in international competition and cooperation. On the basis of a large amount of relevant literature review, the paper discusses the national central city's theory system, discriminant standard and competitiveness evaluation system. And then, taking 12 domestic central cities as sample, the paper carries on the practice research of China's national central city competitiveness evaluation. In the end, with Wuhan as a case, the paper discusses the strategic objectives and emphasis about promoting the national central city competitiveness of Wuhan.Firstly, the paper establishes theoretical system of the national central city. Based on the induction and collation of regional economic theory, spatial structure theory, the theory of city circle, the urban system theory and competitiveness theory and other related theory, the paper defines the concept of national centralcity, which has core control effect in national urban system and has important function node in the global urban network system. And the paper puts forward the "six elements" theory of national central city including economic agglomeration element, space radiation element, opening to the outside element, cultural innovation element, management service element and ecological environment element, which systematically elaborates the forming conditions, characteristics and function of national central city based on the "six elements".Secondly, the paper establishes national central city discrimination model. Based on the analysis of the primate city, the discrimination method and theory of foreign core city and central city, the paper establishes national central city six elements discriminant index including economic agglomeration index, space radiation index, opening to the outside index, cultural innovation index, management service index and ecological environment index. On this basis, the paper builds national central city econometric model. The paper Selects sub-provincial cities and cities of more than 5 million people a total of 21 as sample, and calculates the discriminant index scores using discriminant model. Finally Beijing, Shanghai, Guangzhou, Chongqing, Tianjin, Shenzhen, Wuhan, Nanjing, Chengdu, Hangzhou, Shenyang and Dalian a total of 12 cities are identified as national center city, as the research objects of national central city competitiveness evaluation in later.Thirdly, the paper establishes national central city competitiveness evaluation system. Through the comprehensive treatment of urban competitiveness evaluation, the paper summarizes the domestic and foreign scholars on urban competitiveness evaluation model and method. On this basis, the paper builds the national central city competitiveness evaluation index system including economic agglomeration competitiveness, space radiation competitiveness, opening to the outside competitiveness, cultural innovation competitiveness, management service competitiveness and ecological environment competitiveness six secondary indicators, economic growth ability, business gathering ability, regional radiation ability, information hub ability, transportation hub ability, international trade ability, international communication ability, cultural influence ability, science and technology innovation ability, administrative ability, social service ability, saving resources ability, environmental protection ability 13 three-level indicators and 32 four-level indicators.Fourthly, the paper carries on the practice research on China's national central city competitiveness. According to the national centralcity competitiveness evaluation index system, using principal component analysis and factor analysis method, the paper carries on the national central city competitiveness evaluation and sorting of 12 central cities from four time section (1992,1998,2006, 2010), and studies the space-time evolution at the national central city competitiveness by space expression and spatial interpolation method. According to the result of evaluation, the paper reveals the general evolution law, the principal components evolution law and influencing factors evolution law of 12 central cities competitiveness. By analyzing the grade distribution and spatial interpolation effect of national central city competitiveness in four time section, the paper reveals the spatial evolution characteristics and regularity of 12 central cities competitiveness. According to these results, this paper puts forward the countermeasures and Suggestions for future development of China national central city.Finally, in Wuhan as a case, the paper puts forward the strategic about promoting the national central city competitiveness of Wuhan from the economic agglomeration competitiveness, space radiation competitiveness, opening to the outside competitiveness, cultural innovation competitiveness, management service competitiveness and ecological environment competitiveness.
