Based on the present situation of gas demand in anshan city, namely residents and business users increase rapidly with gas storage facility aging, this study is aimed at cost control based on waterless gas holder project in Anshan. This study has theoretical and realistic significance to enrich the project cost control theory constantly, also to improve the Anshan dry gas holder project in a certain level. For dry gas holder project, cost management is from many kinds of influence factors. The purpose is to make project cost minimum in the whole life cycle and make enterprise profit maximum. As such, thought synthesis of the existing domestic and foreign project cost control theory, this paper is to looking for cost control theory suitable for dry gas holder project in Anshan city, and provide solutions on existing or potential problems for cost control of this project.The implementation of the project cost control is from multi-faceted management such as the project cost control, the factors, the quality cost management, time limit cost, construction process etc, to eliminate all the extra cost. The establishment of project cost control system is to make the project cost management meet full participation and whole process control and prevention which need to run through the whole life cycle in the project. In the Anshan dry gas holder project, the project cost control strategy research is mainly from the project quality cost, project period cost, project management, project cost accounting which insist project cost management can't just blindly compression, and ignore other elements such as the project quality and the time limit for a project that can make the whole project management unreasonable. Cost, quality, time limit for a project are three main factors of project management and the important target, and the three is interact with each other and contain. Quality cost refers to the cost in order to guarantee or improve the quality of the product or service in addition to the cost which is due to the product or service quality not done and make compensation to consumers or users. Time limit cost is the cost sacrificed to ensure or shorten the construction period.In the control of quality cost, we need to do control material quality and technical quality. The former is mainly the quality of materials needed for the project. The latter is mainly the quality of the technical personnel involved in the whole project.In the time limit cost control, we need to guarantee the project progress to consistent with the cost, simultaneously constantly improve the safety management. This control method to make use the project schedule and cost synchronous is the bar chart which can be found clearly the potential question. The site safety management of the project is a key content in cost management. Once the safety makes problems, that will delay time duration to add the cost, and even led to the stagnation of project. Among them, the cost of the spending include various, such as the cost of treatment for injured workers, the cost of time delay and some other damages. In management means, we need to establish the cost management system with clear definition of responsibility, right and interest, to perfect the cost management measures and to implement cost management measures. In order to ensure the effective implementation of the plan and obtain the desired effect, project manager should clear the responsibility. Firstly engineering and technical personnel order measures, and then material personnel provide raw materials, the rest of the department and staff implement and complete, and financial staffs save cost. Finally according to the plan of implementation and saving ratio the project manager reward the outstanding personnel, and form the organizational measures from plan, implement to complete. In cost accounting, we need to do a monthly financial revenues and expenditures statement statistics, and build a reasonable project cost for examination and approval process and division to ensure the synchronization of production value, resource consumption and costs. Monthly financial revenues and expenditures report can monitor the cost management work in progress, and check whether the project construction spending and the cost budget is consistent. Finally, the article make special research about the Anshan dry gas holder project quality control methods.
