At the Copenhagen conference in 2009, China made a solemn promise to lower carbon emissions. At present, construct low carbon economy by curbing climate change has become the focus of the society. Along with the changes of survival environment, the increasing complexity and uncertain factors in the market, and the global influence of advocating the concept of green revolution, it urgently demands steel and iron manufacturing industry to take various methods to improve their competitiveness by using green supply chain management, to establish a green industry system together with all enterprises on the chain, so as to reduce the environmental pollution, and then to realize greening production and operating activities. Therefore, this research has a great theoretical and realistic significance.Based on the theory of green supply chain and green supply chain management, the composition, partner selection as well as performance evaluation on steel and iron manufacturing industry was researched. With the aim of constructing a environment-friendly society. Firstly, the background, concepts, driving factors and development status of green supply chain was researched. Secondly, it analyzed causal relationship and composition of each node of the green supply chain. Thirdly, we built the evaluation indexes separately for upstream suppliers and downstream vendors of the green supply chain, and set the grey comprehensive evaluation method model to evaluate the partnership. Case study was did by taking one of the suppliers of Hunan Valin Xiangtan Iron and Steel Limited Corporation (XiangGang for short in the following). At last, the thesis mainly established a comprehensive performance evaluation index based on green supply chain operation of steel and iron manufacturing industry. Modeling with fuzzy analytic hierarchy process (F-AHP), the countermeasures on developing the green supply chain of steel and iron manufacturing industry was put forward by the case study of Xiang Gang.This research plans to establish a green supply chain structure oriented to the cycle of material in "resource-product-waste-renewable resource" for steel and iron manufacturing industry. the structure aimed to apply the concept of sustainable development, such as green supply chain, recycling economy, and low carbon economy to steel and iron manufacturing industry which is extensive and energy consuming, and next to explore a sustainable and green way for manufacturing industry in the manner of low input, high output, low consumption, less emission and cycling, and lastly to build a two-oriented society which is resource-conserving and environment-friendly.
