Based On Balance Scorecard NWG-IT Performance Evaluation Design And Implement

With implementation of the national strategy for western development in China, Chengdu, who acts as the important economic and political center in the western area of China,is facing unprecedented developmental opportunity and challenge.While in the plan of Chengdu's development strategy, software and outsourcing service industry is regarded as one of developmental focus.Under such condition, a software outsourcing enterprise located in Chengdu, which wants to catch market opportunities, to gain competitive edge in the market, or to maintain advantages over its competitors, has to ensure its own planning of strategy and the effective implementation. Some enterprise examples have proved that the balanced scorecard theory is a management tool or a thinking method, which is suit for combaining strategic objectives with strategy implementation in enterprise strategic management.This paper takes NWG company as the subject of research, focusing on the market situation NWG company facing and the main problems in its development stages.Through analyzing the process of this company's strategy, introducing its strategy implementation management project balanced scorecard project, This paper will expound the process of enterprise's strategic implementation process based on the performance appraisal system of IT department.In the course of the study, we use induction and comparative analysis method to analyze the performance management related theory, key performance indicators theory and the balanced scorecard theory and design key performance index system based on the balanced scorecard in NWG company. Moreover, we take IT department for example, explain every index and give an overall introduction of the possible effects.In the process of designing the balanced scorecard-based key performance indicator system, firstly, we use qualitative and quantitative analysis methods to analyze the macro business environment, industrial environment and the internal environment of NWG company, make the NWG clear about its external opportunities and internal threats, internal advantages and disadvantages, and determine its current strategy for competition should be the differentiation strategy.NWG company should focus on software development outsourcing services under B2C e-commerce mode. And its services should include maintaining the Group's software development services of the United States and expanding local business e-commerce software development services market. Considering from this point, the current strategy for NWG corporate is to enhence the ability in B2C e-commerce software development, including strengthing the software development management practices, establishing a standardized system of mature software engineering, increaseing investment in R & D resources to accelerate software development and training the core development team. NWG vision is to provide software development services with high customer satisfaction, establish a good market image and brand reputation. And in the following three to five years, NWG should be one of these top ten strength software outsourcing enterprises in Sichuan Province.Using the Balanced Scorecard theory, business development strategies are targeted and decomposed. By strongly correlated of target recognition, the NWG company's overall strategic goals run down to various departments, and eventually form the key internal performance evaluation index system.Finally, There is a brief description of the weight of the key indicators, assessment methods, the target value and evaluation time in IT department performance evaluation, so it makes the study be operable.It also can help other similar enterprises to refer to in performance management.
