With the rapid development of the global economy and the strengthen on the collisionand fusion of science and technology, the inside and outside environment with whichenterprise management face has become more complex and tubulence, as a resulte, theresulting uncertainty factors has brought a series of risk to the implementation ofenterprise strategy and has made the enterprise strategic target unable to reach accordingly.Strategic risk is the main type risk that enterprise met in the production and management;it has important implications on the enterprise sustainable development. However mostcurrent enterprise has mainly focusd on the risk of the management and financial of theenterprise, but pay as less attention to the other aspects especially the strategic riskenterprise faced with as to taking effective measures to find it out and to manage, evenignored the existence of strategic risk. Therefore, effectively identification, evaluation, andcontrol of the strategic risk has the significantly important practical meaning to providetheory and application guidance for enterprise to strengthen strategy risk management.Firstly, on the basis of the analysis and summary of related research status of enterpriseinternal value chain and strategic risks, this paper has analysised the value chain, built theexternal value chain and put forward the open value chain system.At the same time hasdefined the concept for the strategic risk, analysised the causes and formation mechanismof the strategic risk deeply and analyses its conduction, accumulated, and the effect oftransformation principle.Secondly, has studied the influence factors of strategic risk occurs in the external valuechain and internal value chain, analysis the effectivness that changes of factors couldcause to nfluence the strategic goals of the reach from the perspective of the strategicmanagement so as to construct strategic risk factors index system and strategic effectindex system.Again, according to the already construing evaluation index system, using the factoranalysis method and DEA method to incorporated the various input and output index intosome with a clear influence public factor, then using DEA model to demonstrate the risk efficiency of each decision making units, and putting forward the strategic risk controlcountermeasures. Finally applying the model to evaluate the strategic risk of scaleenterprise of construction machinery industry and analysis the evaluation results,thenoffering some specific measures of strategic risk management.
