The Research On The Management Of Grain Plant Cost

In recent years, the total grain output of China continued to grow, but the grain farmers' income has not increased rapidly, mainly due to the significantly increasing of the grain planting cost with the grain production increase. In this paper, it analyses the cost management of land, machinery, field irrigation, soil fertilization and labor in grain planting deeply with the engineering management theory and system analysis method, based on the analysis of grain planting cost. The purpose is to provide methods for the government to formulate the minimum grain protection price and grain subsidies reasonably.By analyzing the cost of grain plant, it points out that the prices should be subject to the market price and the amount should be subject to the actual consumption for the cost of seeds, plastic lm and pesticide; in the cost analysis of irrigation, fertilization and land, it discusses the determination method of the irrigation and fertilization amount, the two parts of land cost and the reference standard of the self-supporting land rent; in analysis of the agricultural machinery, agricultural labor and period cost, it illustrates the type of agricultural machinery, the components of machinery, agricultural labor and period cost and the calculation method of each component.In the part of land imposing cost management, it points out that the compensation field is narrow and the compensation standard is low in the land compensation fee, resettlement fee and plant compensation fee which totally constitute the land imposing cost. By the analysis of that, the author suggests that the compensation should include the quantifiable and necessary property damage and the standard of compensation should make the life level of farmer not fall. In the part of grain machinery depreciation management, there is s problem that the current method of depreciation doesn't consider the time value of money and neglect social reproduction, to solve it the paper suggests four targets that are used for determining the economic life of the grain machinery and the dynamic and static calculation methods for each target.In the part of grain planting irrigation and soil fertilization management, it discusses the factors that impact irrigation and soil fertilization scale, suggests four quota that is the basis of irrigation and soil fertilization management, and makes specific management measures for different irrigation and soil scales. In the part of grain planting remuneration management, it discusses the rights and obligations between the farmer and the enterprise that offers grain planting services and suggests the principle that grain planting remuneration should give consideration to the interests of the farmer, consumer and enterprise.
