Theoretical Research On The Reform Of State Commercial Grain Production System

Grain production is the foundation of agricultural development. It involves food security and social stabilization. The output and quality of grain is strictly required as demanded by rapid urbanization and improvement of people's living standard. Taken the natural and social conditions into consideration, state commercial grain bases must follow the path of agriculture modernization, which is characterized by high and stable yield, high quality and efficiency.Grain production modernization calls for a reform of grain production system. Based on the analysis of the history of agricultural production mode in our country, a grain production system reform plan was put forward. The central idea of the reform is the larger areas of concentrated land and integration of planting, breeding, processing and trade. The significance of the reform, the reason of labor division, and the relationship between farmers and the corporation were also discussed.The reform of grain land system is the base. Concentration of grain land is requested by upgrading low and medium yield farmland, agricultural mechanization and scientific farming. Based on the analysis of two typical concentration modes of grain land, concentration to planting crops expert and to service firms, a new method of land concentration in commodity grain base was proposed. Compensation method and placement of the farmers was discussed.Field management consists of scientific irrigation, rational fertilization and intertillage weeding. Four key points should be paid attention to in irrigation, methods, system, scheme and practice. Also, four key points should be paid attention to in fertilization, appropriate fertilizers, fertilizing time, fertilizing amount, and fertilizing method. Intertillage weeding consists of cultivation, weeding and ridging. Weeding is the most important point.The state-owned development corporation serves throughout the whole course of grain production. Upgrading low and medium yield farmland in the early stage is the key to rise per unit area yield. Tillage, planting, harvesting services and production material purchasing are important service functions of the corporation. Agriculture products storage, processing, and marketing extend the industry chain; increase the profits of grain production.
