The Research On Rural Infrastructure Construction And Operation Management System In Guizhou Province

Although the construction of rural infrastructure in Guizhou in recent years has been getting remarkable results, but in general, rural infrastructure is still lagging behind. there are some questions such as the low operating efficiency, inadequate maintenance, excessive reliance on financial resources, the user can not meet the effective demand, to the benefit of the poor do notmore and can not effectively protect the environment.etc.The main cause of the consequences lies on the lack of effective management of infrastructure projects. So, it is useful significance from a realistic point of view to promote operation management mechanism in rural areas of Guizhou.First, This paper analyze rural infrastructure theoretically; then analysis problems and causes of problems of infrastructure construction in rural areas in Guizhou ; Finally, propose an operation management plan to enhance rural infrastructure development and achieve balance between supply and demand of rural infrastructure.Guizhou rural infrastructure problems include: the total supply is inadequate; supply surplus and shortage coexist; inadequate maintenance, low efficiency; inadequate investment, irrational allocation of financial resources; labor shortages, management of fatigue; operation and management systemsystem disorders. the cause of these problems lie in: a single center of decision-making structure of rural public goods supply, which cause demand and supply imbalance.To this end, we propose the construction of rural infrastructure in Guizhou and operation of management innovations: establishing infrastructure in urban and rural supply system; establishing supply infrastructure for the bottom-up decision-making mechanism; scientific development of the overall plan; increasing investment to accelerate ruralan important guarantee for the construction of infrastructure; reforming management system.
