Since the concept of competence was proposed in 1970s, the research about its theory and practical application has become the focus of domestic and foreign scholars. The range of competence application becomes more and more widely with the deepening of research, and many industries have built the competency model for the industry on the basis of general competence. In recent years, popularity of Internet expands the channels of open innovation greatly, and innovation outsourcing by Internet has become the trend for innovation resources. As a new model, the research about Internet-based innovation outsourcing is in blank space in current academic circles. This dissertation leaded the idea of competence management into Internet-base innovation outsourcing, studied the competence model building about Internet-based innovation outsourcing talents, filled the gaps in research of this field, enriched the theory system of competence, and human capital market theory; This dissertation also applied the model in practice, and have practical significance for the standard definition, evaluation, training and selection about innovation outsoucing personnel.The dissertation chose the Internet-based innovation sourcing talents as study object. Firstly, we extracted the competence characteristics and output the competence scale of Internet-based innovation outsourcing talents by BEI (Interviewed 24 people), pre-test questionnaire (110 valid questionnaires), project analysis and exploratory factor analysis method. The competence scale was composed by desire for achievements, social skills, decision-making and analytical ability, service sense and ability, learning and summarized ability, research and innovation ability. Then, on the basis of pre-test questionnaire, we carried out formal questionnaire (545 valid questionnaires) to verify the reliability and validity of the competence model by the SPSS 19.0. The good consistency reliability and convergent validity implies the competence scale is well. Finally, on the basis of competence model, proposed human management system about Internet-based innovation outsourcing, and gave advice on human evaluation, training, selection in the field of Internet-based innovation outsourcing.
