The Research Of The Impact And Countermeasures Of Standardization To China's Competence Of Undertaking Outsourcing Of Manufacturing Industry

The rapid development of international outsourcing and China's huge market potential and market demand,making China once became the “the world factory” of the developed countries.Nowadays,the continuous improvement of manufacturing technology innovation competence,the continuous improvement of the foundation of industrial development and the support of supporting industries make the the competence of undertaking outsourcing of the manufacturing industry continue to increase.However,at present,China's open economy has entered a new period of transformation and development,and it has put forward more urgent requirements to further deepen the process of internationalization and improve the efficiency of global resource allocation.China's labor force and the comparative advantage of the cost is gradually weakened,Technological innovation competence compared to the developed countries still need to be enhanced,and further seek to enhance our competence to undertake outsourcing has also become a top priority.In the era of standard-led competition,standards are becoming an important supporting factor for international production and industrial competitiveness.Through standardization,it can lead to technological innovation,promote economy of scale,coordinate industrial cooperation,and deepen the global division of labor system,and it is of great important significance to further promote China's manufacturing competence to undertake outsourcing.This paper summarizes the relevant literatures of the competence of undertaking outsourcing,merits porter's diamond model,from the technical innovation competence,industrial development competence and supporting competence of related industry point of view,constructs the comprehensive evaluation system of China's manufacturing industry,discusses the mechanism of the impact of standardization on China's competence to undertake manufacturing outsourcing through the theory path of technical innovation competence,economy of scale,industrial supporting competence,specifically,standardization produce positive or negative effect to the competence of undertake outsourcing through promoting orobstructing technological innovation,enhance the competence of undertake outsourcing through specialization division of labor to form economies of scale,and coordination of industrial supporting.From the perspective of industry evaluation,the TOPSIS comprehensive evaluation model based on entropy weight method and the input-output method of market evaluation are used to measure the dynamic development process of China's manufacturing competence to undertake outsourcing,and the trend of the results are increasing.In the empirical part,On the one hand,use the TOPSIS comprehensive evaluation model based on the entropy weight method to measure the competence of undertaking outsourcing of the manufacturing industry,the result is used as the dependent variable,combined with the index of penetration of the Internet,the foreign trade dependence in manufacturing,build VAR model to study how the index of standardization affect the competence of undertaking outsourcing of manufacturing industry in our country.On the other hand,the paper uses the panel data model to analyze the degree of standardization of the sub-industry to the competence of undertaking outsourcing combined with the index of RCA and resource endowment which is based on the input-output method,the two empirical results show that standardization can help boost the rising of the competence of undertaking outsourcing and the effect is obvious.Finally,according to the theoretical and empirical analysis results,from the three perspectives of government,industry associations and enterprises,explore the countermeasures around the aspects of strengthening the strategy and support of the action of standardization,increase the work of standardization coordination and service,speed up the implementation process of standardization and ect.
