In recent years, all kinds of natural disasters and public emergencies happened frequently, which have threatened to people's lives and caused tremendous losses to social economic. Therefore, rescuing people's lives and materials quickly and dispatching the vehicles, people and choosing the ways have been the main concern aspects to the society, government and the academic circles. Including, emergency logistics has been one of the most important study fields and emergency supplies scheduling is also the core part. The multi-depots selection problem is studied by this thesis. In emergencies, the problem of the multi-depots selection refers mainly to combine the existing emergency supplies centers to meet the demands of the disaster point with low cost and fast speed.With the realities of the study of the emergency supplies, this thesis has researched the problem of the outlets selection under constraint of the transportation capacity on the basis of the emergency supplies. Firstly, this thesis analyzed the present management of the emergency logistics at home based on the present researches abroad. Secondly, this thesis studied the problem of the choice of the emergency supplies combining constraint of the transportation capacity: establishing the model of the only material under the constraint of the transportation capacity in the shortest time, solving it and setting examples for verifying; then, establishing the model of the only material under the constraint of the transportation capacity with more targets of the shortest time and lowest cost, solving it with ideal points method and setting simulation examples for verifying; establishing the supply model of more materials under the capacity constraints of the transportation capacity, solving the model with the methods above and setting simulation examples for verifying.
