It's very difficult to quantitative analysis in the location of headquarters base, so, it use the expert score for analysis only in this paper. Because of various factors interaction, we must fully consider the impact of various levels to make decisions. Location is a comprehensive evaluation process, In order to minimize mistake, it must be repeated analysis and optimization.
