With the growth of China's comprehensive national power, an increasing number of infrastructure works, industrial works and civil works emerge. The construction market is prosperous whereas competition within the construction industry appears more furious than ever. Project manager, as the chief responsible person for project implementation in a construction enterprise, is to represent the enterprise's management level and operation concept, fulfill the clauses of contract, and, to a large extent, undertake the main response for the success and finally get profit of the project. Especially, with the project manager response system and project cost independent accounting system implemented requirements upon project managers become higher. They serve as the core of internal management and the window for external communications as well. In that case, the project manager team and enterprise culture become the key competitiveness of a construction enterprise.Through surveys in corporations of CCEED, particularly through the communications with the head officers and HR chief managers, the thesis makes a conclusion that an enterprise needs to run with market rules in order to face this market - prosperous but full of competition if it intends to become forever flourishing. Therefore, the comprehensive evaluation of a project manager's work, ability and potential is the base and premise for an enterprise to incorporate market competition mechanism into its internal management. Project manager, as the responsible person of a project department, who undertakes corresponding legal obligations should sign various liability certificates. Due to the loose organization of project management team and its temporary attribute, project manager's management experience, approaches, methods, thinking, and devoting spirit plays a definite leading role in the whole project. In that case, the evaluation of a project manager is, to a large extent, a comprehensive evaluation of the project management.The principle of performance evaluation and performance management is to take human as its basis to achieve"win-win"purpose, namely, implementation of enterprise's strategic intention and meanwhile achievement of team members'individual value and career planning.In this thesis, project manager's performance is defined from such two aspects as project department's accomplishments and personal comprehensive ability. Based upon the construction enterprise's internal management procedures and principles, a sample procedure of performance evaluation of project manager is pointed out, including such four aspects: Performance Evaluation Plan (including result evaluation plan and personal comprehensive ability evaluation plan)→Evaluation Implementation→Evaluation Method→Feedback and Improvement. Finally, the directory meaning is verified through the example of CCEED Qingdao Branch's performance evaluation system.
