| Sustainable development of resource cities is the research topics of many economists ,it is a representative problem . The achievement of sustainable development is the common choice in the way of world development today . scholars of many courtries are actively seeking the ways to achieve sustainable development . The author believes that scient and technology is becoming a major force in promoting economic devolopment , especially scientific-technical innovation has become an important factor of affecting industrial structure changes and regional competition ,training and enhancing scientific-technological innovation is an important way to achieve sustainable development .In the context of China's Western Development Program ,as the industial center of Inner Mongolia Autonomous Region and one of China's important industrial base , bao tou city's most important issue is that how to achieve sustainable development by means of strong industrial base and resource superiority . Under the guidance of the theory of sustainable development, powered by scientific-technical innovation, enhancing sustainabledevelopment capacity of Baotou City is significant to promote the comprehensive , coordinate and sustainable development and to build a prosperous,stable and harmonious Baotou City . In the paper , it build sustainable development assessment system based on the theory of sustainable development and evaluate the sustainable development capacity with principal component analysis method as the evaluation method of index system and analyze the advantage ,weakness existed and opportunities and chanllenges faced finally , it present ccorresponding policy and suggestion to sustainable development of economic subsystem , social subsystem and resources and environment subsystem from scientific-technical innovation . This paper select some economic indicators from 2000 to 2007 to analysis , find that Baotou City has a strong sustainable capacity ,great potential and a strong comprehensive competitive capability . |
